The Global AI Hegemony War: Korea's Choice Is Clear... "We Must Respond with Action!"

-Kim Jeong-gi, Columnist

Artificial intelligence (AI) is no longer a future technology. It is a strategic asset that determines today's national competitiveness and tomorrow's national security. The United States and China have already placed AI at the core of their national strategies and have established a vast ecosystem encompassing data centers, talent, and commercialization. Major countries such as the United Kingdom, France, Germany, Japan, and Singapore are also leading the global competition by directly linking industry, academia, and research through government initiatives.

The reality is stark. As of 2025, the United States will operate approximately 5,426 data centers, accounting for over 45% of the global market. Global AI companies such as OpenAI, Google DeepMind, and Anthropic are leading technological innovation, and AI is no longer a simple research topic, but a strategic weapon that determines national security and economic hegemony. China aims to become the world's AI powerhouse by 2030, aiming for a national breakthrough with 449 data centers and a 1 trillion yuan fund. The UK operates over 500 data centers, bridging industrialization and research, and systematically fostering industry-academia-research collaboration, with France at 320, Germany at 280, Japan at 260, and Singapore at 200. In contrast, South Korea has only 43 data centers, representing only 0.8% of the global total. If this trend continues, South Korea will remain stuck with the slogan of an AI powerhouse, lagging behind advanced nations in data, human resources, and commercialization, inevitably falling behind in the global AI hegemony race. However, with recent active initiatives by Korean companies, there are signs of hope for the Korean AI industry.

Samsung Electronics is expanding its competitiveness in the global market through AI semiconductor design, smartphones, and smart home AI services. LG Electronics is expanding the use of AI across all aspects of life and industry by applying its ThinQ platform to smart appliances and industrial AI. SK Telecom is leading the convergence of telecommunications and the digital industry by providing AI platforms and services leveraging 5G networks. Kakao is revolutionizing the user experience with AI chatbots and personalized content recommendation systems based on Kakao i. Naver is expanding its digital economy ecosystem through AI search algorithms and cloud-based AI services. Hyundai Motor Company is leading a paradigm shift in the future transportation industry through AI-based autonomous driving technology and smart mobility services.

This isn't just a global conglomerate. 3K Group is an R&D-focused company that pioneered AutoXML, an international standard for AI, big data, and blockchain. Based on this technology, the company has built a standardized AI platform that connects data collection, refinement, analysis, and automation. This technology is recognized as a key technology for maximizing research efficiency and accelerating the AI industrialization process through collaboration with large-scale language models (LLMs). Its subsidiary, 3KOneAI, utilizes AutoXML to provide a solution that generates metadata for machine learning without programming, establishing a unique position in the Korean AI ecosystem. In addition, Lunit has gained commercial experience by applying medical AI solutions to global hospitals. Upstage has domestic and international commercialization experience in natural language processing and recommendation systems. Skelter Labs possesses technologies applicable to various industries, including AI chatbots, voice recognition, and personalized recommendations. These ventures, along with 3K Group, are prime examples of the diversification of Korea's AI ecosystem.

However, private efforts alone are not enough. For Korea to survive in global competition, national-level selection and focus are necessary.

First, data centers must be expanded to at least 500 over the next 10 years. This is not simply a matter of adding more buildings; it is a strategic foundation for supporting AI services and research. The power shortage must be addressed by restarting and constructing new nuclear power plants, expanding solar and wind power, and implementing smart grids. Without a stable power supply system, AI infrastructure is impossible.

Next, securing AI talent is crucial. We must cultivate AI experts with master's and doctoral degrees and actively attract international scholars and entrepreneurs. It would be effective to foster talent clusters specialized in areas where Korea excels, such as semiconductors, biotechnology, and smart cities. The world has already entered a fierce competition for talent, and this is tantamount to a war between nations.

Another crucial factor is securing international standards. AI hegemony isn't simply a matter of technology; it hinges on who sets the rules. Korea must lead the way in AI ethics, data processing, and safety standards through collaboration with the US, EU, Singapore, and others. Failure to lead standards will lead to market losses, even with the technology.

Finally, we must remember a strategy of selection and concentration. It's impossible to catch up with the US and China across all industries. Instead, we must combine Korea's strengths in areas like semiconductors, mobility, bio-healthcare, smart manufacturing, and smart cities with AI to lead the global market. In particular, leveraging a collaborative ecosystem based on LLM and AutoXML can maximize data utilization efficiency and accelerate industrialization.

Korea's choice is clear. Without securing stable power, rapidly building AI infrastructure, nurturing key talent, strengthening industry-academia-research collaboration, securing global standards, and establishing a collaborative ecosystem based on LLM and AutoXML, claiming to be an AI powerhouse is nothing more than an empty slogan. The era of simply claiming to be an AI powerhouse is over. Now, we must respond with action. jeongkeekim@naver.com
