의왕시의회 김태흥 부의장이 대표발의한 ‘의왕시 디지털 성범죄 방지 및 피해자 지원에 관한 조례안’ 지난 7월 24일 열린 제313회 임시회 제2차 본회의에서 원안대로 통과해 확정됐다.
이번 조례안의 주요 내용은 △디지털 성범죄 방지 및 피해자 보호·지원에 관한 시행계획 수립·시행 △예방교육 및 홍보 △피해자 심리 상담 및 의료·법률상담 지원 △불법 영상물 삭제 및 모니터링 지원 등 지원 사업 추진 △관련 기관과의 협력체계 구축 △사업의 효율적 추진을 위한 위탁 등이다.
이번 조례안은 최근 사회적으로 심각한 문제로 대두되고 있는 ‘디지털 성범죄’, ‘불법 촬영물 유포’, ‘아동·청소년 성착취물’ 등 다양한 유형의 디지털 성폭력으로부터 시민의 인권을 보호하고 안전한 지역사회를 조성하는 데 목적을 두고 있다.
김태흥 부의장은 “디지털 성범죄는 피해가 광범위하고 회복이 어려운 만큼, 예방과 피해자 보호를 위한 선제적 대응이 시급하다”며, “이번 조례를 통해 의왕시가 디지털 성범죄로부터 더욱 안전한 도시로 나아가는 밑거름이 될 것”이라고 말했다.
김 부의장은 “이번 조례는 시민의 인권 보호와 더불어 청소년, 여성 등 사회적 약자를 위한 안전망 확충에 기여할 것으로 기대된다”며, “조례 통과 이후에도 관련 예산 확보 및 집행 점검 등 후속 조치에 지속적으로 힘쓰겠다”고 밝혔다.
