대전광역시의회가 시민사회의 자발적 활동과 공익활동 기반을 뒷받침해온 이른바 ‘시민사회 3조례’의 폐지를 지난 7월 21일 본회의에서 가결한 가운데, 지역 시민단체가 이를 강하게 규탄하고 나섰다.
대전참여자치시민연대는 23일 성명을 통해 “의회가 시민의 목소리를 짓밟았다”며 조례 폐지 결정의 즉각 철회를 촉구했다.
이번에 대전시의회가 폐지를 결정한 조례는 대전광역시 NGO지원센터 설치 및 운영 조례, 대전광역시 시민사회 활성화와 공익활동 증진에 관한 조례, 대전광역시 사회적자본 확충 조례 등 총 3건이다.
이들 조례는 각각 찬성 13~14표로 폐지안이 가결됐으며, 반대표는 2~4표, 일부 기권이 있었다.
시민사회계는 이 과정에서 시민들이 직접 참여한 토론회 개최 요구가 묵살됐다는 점에 깊은 우려를 표했다. 실제로 토론회 개최를 위한 유효 서명 832명이 이미 집계되어 시민참여 절차의 정당성이 확보됐음에도 불구하고, 열린 논의 없이 조례가 일방적으로 폐지됐다는 점에서 비판이 거세다.

그러면서도 시민연대는 조례 폐지를 반대한 소수 시의원들의 의견 표명에 대해 “시민의 편에 선 양심과 용기였다”며 “대전시의회 다수 안건이 시장 원안대로 통과되는 흐름 속에서 보기 드문 소신 있는 목소리였다”고 평가했다.
이어 대전시의 조치에도 경고를 보냈다. “시의회 조례 폐지를 이유로 적법하게 청구된 시민 토론회를 무산시켜서는 안 된다”며 “우리는 단순한 폐지 반대를 넘어 열린 숙의를 통해 더 나은 대안을 만들고자 했으며, 오히려 지금 이 토론회가 더 시급하고 절실해졌다”고 강조했다.
시민연대는 대전시에 대해 “시민참여의 원칙을 훼손하지 말고, 시민들의 정당한 토론회 개최 요구를 즉각 수용하라”며 강하게 촉구했다.
