대전 서구의회 박용준 의원(더불어민주당·둔산1·2·3동)은 15일 서구의회 간담회장에서 ‘서구 지역경제 활성화를 위한 지역사랑상품권(화폐)’을 주제로 정책토론회를 열고, 지역화폐의 역할과 향후 운영 방향에 대한 심도 있는 논의를 이끌었다.
이번 토론회는 코로나19 팬데믹 이후 자영업 생태계가 흔들리고 지역 내 소비가 외부로 유출되는 현실 속에서, 지역화폐가 지역경제에 어떤 해법이 될 수 있을지 다각도로 조망해보기 위한 자리였다.
정세은 충남대학교 경제학과 교수는 주제 발표에서 “지역화폐는 단순한 할인 수단이 아니라, 지역 내 소비를 촉진하고 골목상권을 살리며, 지역자금의 순환을 통해 자생적 경제 생태계를 조성하는 전략적 정책 도구”라고 강조했다. 특히 대덕구의 ‘대덕 e로움’ 사례를 언급하며, 지역화폐가 주민 참여를 유도하고 상권을 실질적으로 활성화한 구체적 효과를 소개했다.
토론에는 곽현근 대전대학교 행정학과 교수, 정유선 전국소상공인 부위원장, 김정동 대전참여자치시민연대 정책위원장이 참여해 실효성과 지속가능성 확보 방안을 다각도로 제시했다. 이들은 지역화폐가 일회성 소비 진작을 넘어서기 위해서는 '지역 맞춤형 설계', '민관 거버넌스 구축', '시·구 간 유기적 협력', '국가 및 지방정부 정책과의 연계' 등이 병행되어야 한다는 데 뜻을 모았다.
박용준 의원은 “지역사랑상품권은 지역경제를 살리고 주민의 공동체 의식을 되살리는 핵심 정책 도구이다”라며, “오늘 토론회에서 논의된 제안과 의견을 바탕으로 서구의회는 서구의 지역 특성과 주민 참여를 반영한 지역화폐 운영 방안을 강하고, 지역경제의 실질적인 활력 회복을 위한 정책 마련에 최선을 다하겠다”고 말했다.
한편, 이날 토론회에는 조규식 서구의회 의장을 비롯한 의원들과 지역 소상공인, 전문가 등 30여 명이 참석해 지역경제의 회복 방향을 모색하는 데 뜻을 함께했다.
