충남 태안군의회(의장 전재옥)가 의원과 사무국 직원을 대상으로 법정의무 교육과 역량강화 교육을 연이어 실시하며, 전문성 강화와 도덕성 제고에 박차를 가했다.
이번 교육은 4월 8일부터 9일까지 이틀간 태안군 농업기술센터 창조관에서 진행됐다.
첫날은 공직자의 기본 소양과 청렴 의식을 다지는 데 중점을 뒀다.
오전에는 청렴연수원 유용원 사무관이 강사로 나서 공직사회 부패 예방을 위한 청탁금지법과 이해충돌방지법을 사례 중심으로 풀어내며, 참석자들의 실질적인 이해를 도왔다.
특히 지방의회에서 빈번히 발생할 수 있는 이해충돌 상황을 구체적으로 짚어, 의원들의 경각심을 높였다.
이어진 오후 시간에는 성희롱·성폭력 예방 교육이 진행됐다. 젠더폭력·괴롭힘 고충상담센터 우명순 센터장이 강단에 올라, 조직 내 성폭력 발생 시 대처법과 고위 공직자의 책무를 강조했다.
참석자들은 “대법원 판례를 통해 성희롱 판단기준을 명확히 이해할 수 있었고, 성인지 감수성을 높이는 계기가 되었다”고 입을 모았다.
더불어, 성매매 및 가정폭력 예방 교육에서는 성착취 구조에 대한 이해를 바탕으로 법적 보호 장치인 아동·청소년의 성보호에 관한 법률을 되짚었다.
강사는 폭력의 전조 증상인 ‘통제’의 다양한 유형을 소개하며, 예방적 접근의 중요성을 강조했다. 참석자들은 “일상 속 작은 인식의 변화가 폭력 없는 사회로 가는 출발점”이라며 의미를 되새겼다.

이어진 마지막 교육은 한국산업기술원 이정화 교수가 맡아 '행정사무감사 실무'를 주제로 심화 강의를 펼쳤다. 지방의회 행정사무감사의 주요 포인트와 효과적인 감사결과 처리 방안을 타 지자체 사례와 함께 설명하면서, 참가자들의 큰 호응을 얻었다.
오는 6월 예정된 행정사무감사를 앞두고 실전 감각을 끌어올리는 귀중한 시간이 됐다.
전재옥 의장은 “공직자의 청렴과 폭력 예방은 기본 중의 기본이며, 이를 넘어 군민과의 소통력과 전문성을 높이는 것이 군민 삶의 질 향상으로 이어질 것”이라며 “이번 교육을 계기로 군의회가 한층 더 발전하고 신뢰받는 의회로 거듭날 수 있도록 최선을 다하겠다”고 밝혔다.
