볼로디미르 젤렌스키 우크라이나 대통령이 자국의 북대서양조약기구(NATO·나토) 가입 승인을 조건으로 러시아와 휴전 협상에 나설 수 있다는 방침을 표명했다. 여기에는 러시아가 점령하고 있는 우크라이나 영토를 즉각 찾지 못할 경우까지를 함께 상정하고 있어서 주목된다.
젤렌스키 대통령은 팟캐스트 진행자 조 로건(Joe Rogan)으로부터 제3차 세계대전을 시도했다는 비난을 받은 바 있다. 이는 그로부터 며칠 후 나온 것으로, 영국 스카이뉴스 수석 특파원 스튜어트 램지(Stuart Ramsay)와의 방송 인터뷰를 통해 이같이 밝혔다고 11월 29일(현지시각) 보도했다.
그는 도널드 트럼프 미국 대통령 당선인의 전쟁 종식 계획인, 우크라이나가 나토에 가입하는 대신 러시아가 점령한 영토를 양보하는 내용이 포함되어 있다는 질문을 받고 “전쟁의 뜨거운 국면을 끝내길 바란다면 우리가 장악한 우크라이나 영토가 나토의 우산 아래 있어야 한다”고 말했다.
아울러 “빠르게 결정할 필요가 있다"며 "우크라이나 미수복 영토는 그 뒤에 외교적 방법으로 반환받을 수 있을 것”이라고 덧붙였다. 그러면서 "우크라이나 정부가 장악한 영토를 나토가 즉시 보호해야 한다"며 “그렇지 않으면 블라디미르 푸틴 러시아 대통령이 다시 침공하지 않도록 하는 다른 방안이 보장돼야 한다”고 밝혔다.
트럼프 당선인과 관련해서는 “트럼프 주변에서 여러 목소리가 있기 때문에 그와 직접 소통하기를 바란다"며 “새로운 모델을 찾아야 한다"고 언급한 점이다. 결국 병력과 무기 등 여러 면에서 부족한 현실적 상황, 트럼프 당선인의 지원을 기대하기 어렵다는 점, 자국 내의 전쟁 피로감 등이 맞물리며 입장이 크게 선회한 것으로 풀이된다.

하지만 푸틴 러시아 대통령이 이를 수용할 수 있겠느냐는 의문이 남는다. 나토 확장에 따른 심각한 안보 위협을 느끼던 러시아 사정 때문이다. 러시아의 전쟁 개시도 우크라이나의 나토 가입 추진에서 비롯된 측면이 높다. 이를 감안할 때 우크라이나의 나토 가입을 전제한 휴전 조건은 수월하지 않을 것으로 관측된다.
